Let me start by saying that I am not a fan of conspiracy theory stories. They are good to a point, but I find that shows often take it to an extreme. Case in point- the X-Files after about the 2nd season. About half the show was pepetuating a conspiracy theory that usually ended up as nothing more than paranoia. It ruined the show for me (although others really liked it).
That said (so you know where I'm coming from) - I *DO* like the "cylons look like humans" theme, since it gives so many story posibilities. This episode however generated a ton of extra conspircay-type themes. The ones I can remember:
This is a ton of intrigue for one episode. I still don't think that Ellen is anything more than a puppet of those around her. I think that Zarek's eutopia would be a situation where he was president and Adama was removed (perhaps being replaced by someone who would follow Zarek's every command).
The part I find most interesting - because it relates to the whole "who is a cylon" thing - is that one word by Six "Laura?". This implys two VERY important things (if I have interperted the reaction correctly):
1) She doesn't know EVERYTHING that Baltar is thinking
2) She had expected that OTHER factors would have pushed Baltar to run for the VP office, and that SHE had been instrumental in executing those.
Maybe I'm off in left field here... but that was my take on one very interesting scene (although the big band was way out in left field.... ).

- Six encouraging Baltar to run for Vice President. Baltar loves attention, but does he love power? Or is that only Six that is pushing that?
- Tom Zarek's involvment with Vallance - He obviously knew of Valence, but did he have orders for him? Who killed Valence if not Zarek, or did Zarek order the hit? Or was it Six (see below)?
- Who killed Vallance? - The direction of the camera implies that it was one of the crew from the Galactica, focusing on Boomer first, and panning across the dancing crew to rest on Ellen Tigh. Note that Tigh received the most "air time" of the shot.
- What deal did Ellen Tigh make with Zarek? - Ellen clearly aspires for power - was she responsible for killing Valence? What could she gain if Zarek became president? And what reaction would her husband have if Zarek was made president?
- Six was surprised that Baltar attributed his success to ROSLIN's invitiation to run for Vice Presidencey - Her reaction Laura! can be taken a few ways. Baltar assumes it was "You're calling the president by her first name?". It could have also been "Are you having an affair with her" (which I doubt), but I think more likely it was a reaction to Six's earlier lines:
"Baltar: Good, it's difficult to fathom I, uh-- I never aspired to power.
#6: Of course you didn't, Gaius but someone had to step up.
Six did not seem aware that it was Laura that invited Baltar to push for the VP role.... and that it was someone/something else.
