There are many legit explanations for that sort of discrepancy Darth. It may be that while 20 minutes of scripted, shot footage didn't make the final version of the episode, the powers that be only consider the eight and a bit minutes of sufficient quality to put before an audience.
It may be that some of the footage contains story points that contradict or detract from something that's done or said in a later episode.
It may be that some of the footage was cut from the episode sufficiently early that not all the required coverage, dubbing or visual effects are available.
It may also be that the "20 minutes" figure isn't entirely accurate.
Either way, this is one of the reasons why, as mentioned ages ago, if you have multi-region capability it'd be handy to compare the feature set of the Region 1 release before stumping down your cash for the R2 box. It may be that the two sets turn out to be all but identical, but at least in that case you know what you're buying.
