I betcha dollars to donuts its one o' them things that even the writers don't know or care about. The purpose of the scene was to set up the fact that something ominous was afoot on Caprica, and that Six was not the only one involved; if nothing else, the scene gives the impression of a larger scale conspiracy or threat than a lone blonde woman reading expository dialogue. We're supposed to realize later that it was a cylon agent and, by implication, that there were other active agents in the colonies at the time; that's about as far as it was likely intended to be thought about.
