On the miniseries DVD commentary, I believe it's Ron that addresses this.
He said he was trying to come up with a "military cadence styled" piece of banter that would fit the relationship between Starbuck and Cmdr. Adama.
Later, he was very pleasantly surprised to find that people working on the basestar/galactica battle from the mini had not only echoed his "throwaway" dialogue, but found a way to incorporate it directly into the sequence, especially the use of fragments boucing off the canopy as "the rain".
My guess? It's something Adama and Starbuck came up with to help break her out of a bear-shirt (bezerker) mentality.
Always did love that line, from the first time I heard it.

So instead of a "SMOKE ME A KIPPER" t-shirt we could have a"GRAB YOUR GUN AND BRING THE CAT IN " t shirt. What would be a good image to have on it, Starbuck smoking a cigar? I'd buy one!
