Its possible she's a friend of Roslin happy to see her being sworn in. Its also probable that to a lot of people the reality of what is happening hasn't set in.

The scene is a virtual re-enactment of the swearing in of LBJ. Famously in that image, Rep Albert Thomas of Texas can be seen smiling as LBJ takes the oath.

most curious, how did you come to this determination. are you a history or conspiracy buff? also, is there anywhere on the net that can offer proof, i would like to see that.

Google image search for LBJ swearing in. Add wink and you'll find it - is quite famous. Thomas is the guy in the bow tie who looks like Buster Keaton.
Conspiracy sceptic really, not buff, but means I know a fair bit about it all.
I doubt it is really a homage, but still a strange co-incidence to have it happen.
