Where did all the humans go?

I've already seen all the episodes, but I caught "Hand of God" last night again, and something was brought that I hadn't thought of for a while. The whole time Helo and Boomer (Mark II) were on the planet, there are no other humans. They found 1 body in episode 3 (I think) and that was it. But if a city was only partly destroyed by nukes, the place should be littered with dead bodies and some survivors. So where did they all go? Boomer off-handedly said "Maybe they're in fall-out shelters" which seems unlikely, so I'm thinking the cylons are using people for something, say spare parts for their ships (eeeewwww) or something even more nefarious?

Thats what I was thinking. They have to get body parts from somewhere. Maybe they are raising humans? Pets, anyone?
